EIU now considers Haiti a failed state in view of the government’s inability to confront powerful criminal gangs, which now control about half of the country and 90% of the capital, Port-au-Prince, and which have unleashed wanton violence on civilians. We believe that security will eventually be restored through an international intervention, but regional governments have shown limited appetite for such an endeavour, meaning that the prospect is probably several months away. The collapse in state capacity indicates that restoring stability will be a longer and more difficult process, with significant medium-term political and economic implications for the country. We forecast that real GDP will fall in 2023-24, which will mean six consecutive years of economic contraction.
